The example of the Regional Office for Education, Integration and Democracy (RAA) e.V. shows which factors are particularly important for sustainable success in the implementation of a LaKo. The interaction of network support, commitment of political decision-makers, identification of potential opportunities and team know-how is particularly relevant. In the years from 2017 to 2022, RAA-Berlin implemented the work of the state coordination (LaKo) for the Griffbereit and Rucksack KiTa programmes in Berlin without financial support. Accordingly, it was not possible to develop a city-wide concept for the implementation of the programmes. The colleagues who were financed by the Youth Welfare Office for the coordination of the programmes in the respective districts also tried to work from there into the city area.<\/p>\n

Since August 2022, the Education Administration of the State of Berlin has been funding the State Coordination Office for the Griffbereit and Rucksack programmes. This enables the further development and continuation of the projects and reflects the recognition and appreciation for the work done over the years. With a kick-off event in December 2022, LaKo was able to make itself known to the Berlin districts.<\/p>\n

Stefanie Woschniok from RAA-Berlin has decisively accompanied and steered the processes of conceptualisation and implementation with her colleagues. Woschniok talks about her experiences, challenges and milestones on the way to implementing a state coordination.<\/p>\n

Retrospectively, she identifies the fact that the programmes have been implemented in various Berlin districts for many years as a guarantee of success. Through specialist events, input at specialist working groups in family centres or at conferences on early help, the programme content could be presented in various committees. At larger conferences, education policymakers have been reached directly time and again.<\/p>\n

Within this framework, reference could be made to the federal states of North Rhine-Westphalia, Brandenburg, Lower Saxony, Mecklenburg-Western Pomerania and Saxony, where their own structures and state coordinations already exist.<\/p>\n

Responsible contact persons in the respective districts received both the Berlin and the national data analysis of the Griffbereit and Rucksack KiTa programmes as part of the evaluation in order to clarify their own RAA framework, orientation and significance.<\/p>\n

Another positive factor for the success of the project was that many decision-makers had already heard about the programme. The fact that it was possible to refer to a nationwide programme homepage without having to take up further financial resources was also useful.<\/p>\n

The establishment of a Berlin state coordination became more concrete at the end of 2021, when the RAA team, with the support of the Ministry for Children, Youth, Family, Equality, Refugees and Integration (MKJFGFI), conducted an analysis of the education policy spokespersons relevant to the project at the Berlin Senate. As a result, a basis for argumentation could be developed. The evaluation of the federal network, the final report of the first funding phase \"Federal Transfer of the Griffbereit and Rucksack KiTa Programmes\" by Prof. Dr. Timm Albers (University of Paderborn) and the work of the federal transfer team based at the ZfTI were included.<\/p>\n

In this process, the scientifically verifiable positive impact of the programme became clear at different levels. These include the strengthening of diversity-conscious family education, the support of cooperation between families and institutions, and the appreciation of multilingual education.<\/p>\n
